6th GI WACAF Regional Conferenc Report

The 6th GI WACAF Regional Conference was organised in Accra, Ghana at the Holiday Inn Hotel, from 16 to 19 November 2015. It gathered delegates from different ministries and agencies as well as representatives from the private sector from 20 countries of the region.
The event was hosted by the Environmental Protection Agency (EPA) of the Republic of Ghana within the framework of the GI WACAF Project. The Conference was supported by the International Maritime Organization (IMO) and IPIECA, the global oil and gas association for environmental and social issues.
Around 75 participants attended the Conference. The list of participants is attached as Annex 4 of this report.
The objectives of the Regional Conference focused upon the following: 1. Raise awareness on oil spill preparedness and response issues with emphasis on the challenges in the region; 2. Facilitate information sharing and lessons learned in the GI WACAF Region; 3. Review the progress achieved since the last Regional Conference (Namibia, 2013); and 4. Determine priority actions for the coming biennium 2016-2017 to strengthen oil spill response capability in the region.
In order to address these objectives, the participants were guided through four days of presentations, case studies, working group sessions, table-top exercises and discussions.

A thorough assessment of risks – and potential opportunities - is crucial for governments to make informed policy decisions before opening up areas for oil and gas activities.

A Strategic Environmental Assessment (SEA) allows governments to develop a holistic view of the issues that may arise from oil and gas activities in a specific region. Oil and gas production will influence the environment and people living in affected areas.

SEAs are well-established governance measures of best international practice. Through the Norwegian Oil for Development (OfD) programme, support has been offered to such assessments in several countries around the world. Two examples from Uganda and Ghana are described further below.Read More

Non-Technical Summary (NTS)

The main purpose of this Non-Technical Summary (NTS) is to facilitate communication and public involvement, as public participation is a pillar of modern approaches to impact assessment, in a fully transparent perspective. The NTS presents, in non-technical language, the findings of a detailed Environmental, Social and Health Impact Assessment (ESHIA) undertaken in connection with the Offshore Cape Three Points (OCTP) project in Ghana and is a tool that allows consultation of stakeholders and their participation into the EIA process. Moreover ESHIA disclosure is a requirement set by Ghanaian Environmental Protection Agency (EPA). The NTS provides an integrated overview of the two phases of the OCTP Development related to the oil exploitation - Phase 1 and gas exploitation - Phase 2, in order to make stakeholders aware the of the project activities and their consequences on environment, socio-economic and health components..
